Problem statement: BISP is faced with a dilemma. It provides Rs. 250/month to 1.3 million primary school students who belong to extremely poor families in 32 districts of Pakistan across all provinces and regions (AJK and GB). The money is given each quarter (Rs. 750/quarter) if a child achieves 70% attendance in that quarter. But getting attendance data has become a huge challenge. Teachers do not wish to take on this added responsibility unless they are paid. BISP does not wish to start a perverse incentives regime which would later make the same teachers ask for additional payments for even routine tasks. The issue is how to find a reliable and simple way to collect quarterly attendance data in these 32 districts. To create a reliable, efficient and simple way to collect quarterly attendance for students, which enables them to be eligible for BISP support
